Old Lyme Board of Selectmen
Special Meeting April 1, 2003

The Board of Selectmen held a special meeting at 4:00 P.M. on Tuesday, April 1, 2003 at Memorial Town Hall Auditorium.  Those present were First Selectman Timothy Griswold, Selectman Skip Sibley, Selectman Tom Bice, Lyme First Selectman Bill Koch, Building Committee Chairman Bob Dunn.

1.  Town Woods Recreational Facility – Participation with the Town of Lyme
First Selectman Griswold stated that as of Monday, March 31, 2003 the two towns agreed on the points in the memorandum of understanding.  First Selectman Koch of Lyme delivered two copies of the memorandum that he and Lyme Finance Chairman Gary Reynolds signed.  Old Lyme First Selectman Griswold had previously signed the memorandum.  Old Lyme Finance Chairperson Gail Roth will be available to sign the copies on Friday, April 04, 2003.  First Selectman Griswold thanked Lyme First Selectman Koch and others involved for working hard and agreeing on this proposal.

Building Committee Chairman Bob Dunn will schedule a committee meeting so that Vollmer Associates can estimate when the bid packages will be available and set up the time line.  Also, the First Selectmen of Lyme and Old Lyme will draft a letter to Linda Camarrota summarizing the agreement making her aware of the business part of the deal. First Selectman Griswold requested that Lyme First Selectman Koch send a copy of the call of Lyme’s meeting to Atty. Marylin Clarke.  

The next course of action will be construction and operating agreements that will detail responsibilities.  The building committee and Vollmer Associates are working together on their specific roles.  Details of the budget will be worked on as to how a change order will be approved, general accounting, reconciling items paid previously or are contracted for in the future.    

With respect to the pond, Inland-Wetlands Officer Ann Brown will be consulted.  The first step would be the excavation of the material to see if it is suitable for the project.

Bob Dunn said the Building Committee would meet on Saturday, April 5, 2003 at 8:30 a.m.   

Selectman Sibley stated that a collaborative board will be needed in time because the Park & Rec Commissions in Lyme and Old Lyme run different programs and will be sharing the facility and must be in agreement with the operation of the facility.  

2.  New Refuse Containers
Gary Yuknat, President of Shoreline Sanitation, reported that 5,000 cans will be coming on or about the 14th of April to be delivered to the Town Garage.  Six New London firefighters have volunteered during their free time to help put them together and deliver them.  Bumper sticker instructions will be placed on the cans.  Exempt stickers will be used by those with long driveways for private service and will be considered on a case-by-case basis. Atty. Marylin Clarke is working on an indemnity agreement in case of road  damage on private property.  The Beach Associations have been notified that delivery is expected to be on the last two weekends in April.  Gary will contact some of the Associations to see if delivery in May would be more convenient for them.  

First Selectman Griswold reiterated that the trash can stays with the house if the house is sold and that this new system does not affect recycling.  

3.  Adjournment:    
Selectman Bice made a motion to adjourn at 4:37 P.M.  The motion was seconded by Selectman Sibley.
